Is this rolling tool box accepted at TSA to be checked on the airlines as luggage?

Yes you can take the whole box. If you do have the packout system like I do, be prepared to check them in separately. I've done it on multiple work trips. Also be wary that the box may not be super heavy but you can also get hit with a overweight and have to pay an additional fee to get it on the plane. I was carrying a 1/2" Milwaukee Impact with various other tools. Just a heads up.

Do you realize that Home Depot sells this for $139?

Always good to shop around. Several years ago I found a Milwaukee tool backpack for 39 dollars that was being sold at Home depot for 79

Is the handle removable? And if so how tall is the unit without him the handle on?

The handle is removeable by unscrewing the 2 screws attaching it to the base. The height of the base unit without the handle is 21 inches. I has to remove the handle assembly to carry it in my pickup.

The description says 250lbs weight cap. Does that mean 250 inside the box or 250 stacked on top of the box?

I believe the 250 Lb. capacity is inside the box. It is built very well and probably would support the weight stacked on top. I don't think I would trust the wheels and the handle to move that much weight on the Packout or any other similar unit.
