Are the sides and botton ground?

The sides are NOT ground on the pair that I got.

Need to drill pvc pipes 2" to 4" diameters for art project. what size v-block do i need? thanks.

Since it is PVC you should be OK with this one. It has 2 1/4 "V" width. If it were steel I would consider the HHIP 8 X 4 X 5-1/2 INCH CAST IRON V BLOCK SET (3402-1008). It has a "V" with a width of 4-1/2".
