Which is lighter? Fair or light?

Fair is lighter. More for pale and less discoloration issue.

I really love this foundation. I use it every morning when I am getting ready for work. I am in my 70's and although I don't have too many lines luckily this stuff smooths out nicely. It covers my brown spots etc from too many years of sun in Honolulu. It is light weight as well. I have tried many products over the years and tthis is a good one.

Can this be used as an undereye concealer as well as a foundation?

The different between concealer and foundation is concealer has salmon color tone which be able to cover blue and green. Blue vain is the major cause of dark undereye circle. While foundation has yellow tone which helps better on covering redness and discoloration area. If dark circle is not your issue the foundation can be used for smooth the area as they both have the same formulas and consistency.

Is the shade deep close to the shade tan ?

Deep is the darkest shade in the range, it's close to the shade Dark. The shade Tan is close to Medium.
