can the usb port still be charging if the light is switched off?

Sure, the USB port can be charging at any time when the light was turned off. The build-in on&off switch is use to turn on & off the light only, it can not turn on&off the USB charger.

How much power does it use when the light is off and nothing is plugged into the USB?

This draws power only when something is plugged in. Perfect drop in replacement for the factory lights

How many lums is this?

There 280 lumens, it lights up inside my camper like day light with only one near the rear. I love it.

Does the motion mode only work when it's dark? I do not wanting coming on when there is sufficient daylight in the trailer.

I believe they come on automatically light or dark, I have two of these lights mounted in the bathroom area which gets very little natural light, so they do come on any time motion is detected. I have another one of these light mounted under my kitchen cabinet, it comes on whenever I am working in that area where natural light is present. I would guess they come on anytime motion is picked up by the motion sensor. You can simply turn the switch to the off position if lighting is not desired.
