Can this be used on a tension rod that has the rubber ends, maybe if I remove the end it will work it’s just a standard size

Yes. I'm using them for a shower curtain tension rod. I didn't remove the rubber ends, and it hasn't slipped at all.

Does this product utilize screws to insure that it stays in place?

Yes, each socket uses one screw through the center hole. The open-top socket also uses a small nail to prevent it from rotating.
