Does this stepper only allow 15-min intervals and then need to rest the hydraulic pump? If so, why is it not clearly advertised anywhere on the page?

You can use it for more than 15 minutes, I do 30 minutes each time and it is working fine, no issues yet.

Is this good for toning ? i dont really want to loose weight but tone?

Great for adding tone to legs you will burn calories depending how hard you workout so some weight loss will be offset by gaining muscle.tone Used correctly with the rubber bands your arms wil get some benefite also

Is this easy to use as I have balance issues?

I find it very easy to use if you have balance issues I would suggest placing it next to something waist height so that you have something to support you if needed but as a stepper it's fab xx
