Where do you put the paper?

The blank paper goes in the back slot. The document you're faxing or copying goes in the front slot facing away from you. The instructions have very clear diagrams. Just take your time & read over them. You'll figure it out. Good luck.

What replacement cartridge do I need to buy (for when the starter one runs out)?

When you order, it gives you an option to purchase an extra cartridge , and the machine comes with an order form. I'm a low user, so I have not had to order a new cartridge yet.

Will the ink dry out if not used often

I use the FAX daily- so cannot answer the question.
