Will the avery name badge inserts, (5390), fit in these? the diagram shows 2.4 l but the description says 2.2 l. which one is correct?

I used the Avery 5390 inserts in these holders and they fit great.

What grade level is this plastic?

I don’t know but it’s durable and waterproof.

how do the metal badge clips affix the plastic sleeves to one's clothes?

You need to extra purchase a reel, lanyard or clip. The lanyards, which drape around the neck. The clip to grab onto person's clothes.

Can you use a safety pin to attach tag to your clothing?

I would not recommend attaching a safety pin to these, they are made of thick plastic and they wouldn’t hang right if you are using the provided holes at the top.
