Hi They come completely bled, and with pads However if you are UK based the Levers are the wrong way round So RH Lever is connected to the long rear hose, LH Lever connected to the shorter front hose I bought a pair, shortened the hoses to fit bike, used the supplied barb insert and olive and bled them, great brakes for the money
