How to you get the oil to come out? I can't seem to get any oil to come out of the bottle

You have to shake it at a sideways angle, so the air can get in there and push it out. Its a pain. The bottles should be plastic so you can squeeze it, like my other bottles of smellys are.

Can these be used on the skin?

I would take this to mean that you need to dilute the product in a carrier oil, lotion or other base carrier product.
