If the blade is minimum 3 inches and doesn't lock it's uk legal. However if you do get stopped by police and you say that you have this for self defence you will get nicked for "going prepared" to cause harm. I'm sure that you will be using this for the right reasons, but I'm just stating that even if the multitool is legal you do need a valid reason for having it on you.

No the blade is not lockable and complies with UK law for carrying as an Every Day Carry (EDC). I use mine all the time for opening boxes.

Are the handles connected by rivets or Allen bolts? I'd prefer Allen bolts as you can retighten them.

I'm sorry I have no idea. Mine is currently in my rucksac in the Pyrenees, awaiting my arrival in a week or so. Mine and my wife's are both 15 years old, from the days when there were two models with a choice of scissor or plier. We have one of each. Both tools are included in the one product now; and the ones I've bought subsequently have all been presents. I can tell you that in 15 years and several thousand kms shaking around in the top of my sack, or dangling from my hip belt, nothing has ever worked loose, and the blade retains it's edge very well. I've even used the back edge to make magnesium scrapings to start a fire, but it is just a little pocket tool so you must accept its limitations. As a packing alternative I also carry a Rolson survival card tool, (available on Amazon) at around £1.50 it has no moving parts and is incredibly versatile...but I do miss the tweezers and the plier on longer treks.

Is there much play on the scissors?

There is quite a bit of play when you wiggle them, other than that, no, you won't notice it. The scissors are fantastic and the bit of wiggle doesn't affect the performance. I carry mine every day, most handy tool going.
