Is this stackable to work two sections high?

No, it is not strong enough and it is not wide enough

Product description states: highest standing level: 30-1/8"". bit confused that it is not much of a height for a scaffold. is this accurate?

Yes. The standing planks are at that level. However even at my height, 5'4" I am able to reach the ceiling of a standard size house with my paint brush. This scaffolding was most appreciated because I didn't have to keep climbing up and down a step stool or ladder. I felt safe and mine was not wobbly at all. Plus there are locks on the wheels.

The photo appears to show the planks as equal width, constructed of aluminum. elseware the same model appears with steel planks of different widths.

I have two of these. The older one had equal width planks. The newer one had slim & wider so that you could either use the slim one as a step and have the next section wide enough to stand on.... OR, have the wide one on the bottom to stand on and use the slim one to have a shelf to put your tools on without being so far from the wall.
