I can't find conductors type for this clamp. is it approved for both cu/al?

Yes. This is approved accessory for Siemens Ground bars only and accepts #14-1/0 AWG copper/aluminum wire

what are the external dimensions

This information is not published as this product is not intended for OEM use or use outside of applicable / approved Siemens devices in saying that we can provide dimensions of prong ID= .15" OD=.53" and 14 - 2/0 AWG ID=.43"

Will this work to replace the grounding wire in a vehicle? I am needing to extend mine after replacing battery terminal clamp.

No it is only for a electrical panel. It would be easiet to go buy a longer ground wire form a auto store.

Is there any reason why this shouldn't be used on a neutral bar if it fits the spacing?

Since Siemens lists this specifically as a lug for use with the Ground Bar, we cannot advise this can be used with as/with Neutral bar connections. The lug may not have been UL tested with neutral bar connections.
