Q: Will this work to stick a statuate to a headstone?

For a little while. I use it to stick gazing balls in their holder and it last one to two years before I have to replace it. If you want this to stay permanently I would go to the hardware store and look into a construction adhesive. Depending on size, outdoor elements and vandalism I really don't think this would work.

Q: Will this stick to foam to the bottom of a vase

I believe that works but you have to make sure that all surfaces are dry be for you put the sticky tape in.

Q: Is this non-hardening clay and can it be reused?

The clay remains pliable and can be used many times. It's a great product, you'll love it. I use it to hold the floral frog in place in the bottom of the vase. When I use another vase, out comes the frog and the clay from the first vase and into the second one it goes. It remains sticky and holds the frog firmly in place.
