I'm assuming the bolts were lost in shipping, although I didn't see any indication that Draw-Tite had taped them to the hitch. The direction pictures were only minimally helpful. Illustration 6 shows that a cut must be made to the inside metal bumper, but illustrations 7 & 8 don't show it. There's even an enlarged detail photo of the cutout, but it's worthless. There is also a mounting tab that must be bent out of the way prior to step 7.Overall easy to install. ### ⭐⭐⭐⭐ bumper parts did not want fit back easily. Quality of product good, BUT a metal bump in side the tube would not allow any insert to enter far into the hitch to install the locking pin. A factory quality check would have found the bump, about 1/2 inch in size.
