How exactly do you attach these so that they stay attached and don’t easily slide off?

We used For our luggage tags. Slide it through the luggage tag, then through itself. Slide it through whatever you’re attaching it to, then slide the luggage tag through it. I can send a picture if need be.

Are these elastic like rubber bands?

No, they are not rubber. They are plastic. They do have some but very little stretch— just enough to keep them from breaking easily.
