Size S - 30/32", M - 33/34", L - 36/38", XL - 40/41", XXL - 42/44". ....No they are not waterproof I've got 3 pairs they are really comfy and Hardy wearing Hope this helps

Probably 36 - 38inch. I bought XL which are 40 - 42inch and they are quite loose and need a belt. But very roomy and comfortable. Recommend. Hope it helps.
