There is no room for a hose clamp it looked like my old one had a sealent between this and the abs pipe sticking down on top of the tank?

What type of sealant can be used

I didn’t use sealant. Tight fit once pipe was inserted. Kind of pain to get seated but worth the effort.

Is this to thread a fitting into it or to just press fit the 1 1/2” pvc?

The fitting is used on a grey water or black water tanks usually at the lowest point of your tank. It is applied through the tanks wall being rubber it flexes and seals both inside and outside but use an applicable adhesive to seal the outside ring. A 1-1\2" pipe then is placed over the outer part of the grommet and again use a suitable adhesive to glue together.
