It has a button on the top to turn it on.

"Flash" no, but there are three colors as the pictures show. A steady pattern and two rotating star colors. One blue and one red. My oldest likes the blue witch is the second push of the button...red is third...first push is the steady rainbow.

What type of batteries does item use?

I gave it as a gift so i dont remember exactly but it was eaither AA or AAA
