The sizes are pony cob and full. I don’t know of any head collar that fits lots of different sized heads.

You might get away with pony, the fur can make them a little snug.

Q: Buying for a friends horse that is 17hh, is the full true to size?

I purchase cob and it fits my daughters pony well. For 17hh I wonder if you would need extra full, my big mare is extra full.
