Is this product the same as epsom salt. Can epsom salt be used

Epsom Salt is Magnesium Sulphate and salt normally used for ponds is Sodium Chloride. They are not the same thing and each is used for different things.

Is this safe to use if my pond contains turtles ?

My pond has a turtle and Pablo is just fine after the application I did use slightly less than directed

where is this made/packaged US, China?

The box says USA and I see no reason to doubt it. China isn't even in the top 10 of countries we import salt from.

Will using this harm water liies or pond plants?

You should check the salt tolerance for the pants that you have. Some plants will tolerate a little salt while others will not. I have a few water lilies and added the recommended amount to my pond and they seem to be fine. I do regular water changes also. Hope this helps.
