I don't think you can measure precisely. I think only the bulk range is possible.

Is this item so voltage on display

It does not show actual voltage, but it has pre programmed voltages. If your tested voltage is higher than the programmed voltage, it shows that value. E.g. it has 12v, 24v, 110v & 220v. So if your voltage is say 110v, the tester will display all the voltages : 12,24&110v. If it's 230v , it will show all the lower voltages including 220v not 230v.
