I don't think it is very stretchy. I assume you can make a jacket out of it, but it depends on the type of jacket. It is soft.

Probably too soft if you are going to add heavy objects

Not sure, but you could get a small peice and test it out. It depends how much painting you want to do

sure. It is not a deep luxurious pile velvet but I it would work. It has a nap.
