Q: Shall i go for this paint in oil based gloss or water based fast drying ? Im paint skirting boards, banisters and a wooden frame outside ?

The choice of which paint to use is a personal one. If you want a fast drying product where you can perhaps apply two coats in the same day, then the water based one is more suitable. Water based is also low odour when compared to solvent based and because it is faster drying than oil based, it allows for surfaces to be finished the same day.

Q: does this need an undercoat

I had new doors etc so did an undercoat anyway..

The oil based gloss is much better finish than the water . It all depends if you can keep people and pets away from the oil based for a day . If so it is well worth using the oil .
