which is better, or perhaps what is the difference in the purpose of felt polishing pads and the lambs wool pads

Normally, after cleaning your floor, you buff first then polish second for the best results. So the felt would be used to buff then if you want a shinier finish, wool pads (there's also polishing brushes) would be used last since they are softer. Depending on floor and how much shine you want, that will determine the pads you use.

Will these work on my very old electrolux floor polisher? will they adhere to the brushes without the use of clips?

I have a very very old hoover, the pads come with the centre piece attachment which fits into the centre opening of the brushes. It just snaps into place. There is no way that the pads can stick to the brushes.
