You can just blow it up yourself. It comes with straws that you insert into the balloon. The balloons won’t float because it isn’t helium but they can be taped to the wall.

Does the kit include the pieces to make the balloon garland like in the photo?

It includes a plastic strip to make the balloon garland. I added additional balloons to help fill it out and still had plenty of the strip available to use to help secure it at each end.
