Q: Does this work with a ring outdoor flood light

You did not say which version of ring lighting you are using, however I will say this, the Espen LED driver is designed around the wattage you require (350mmA) and it will work with constant current so the LED lamps will stay just as bright all the time. The voltage will vary between 18 and 33 volts so make sure the requirement input voltage for your Ring LED lamp will work with that. Sorry I am not able to give you a more direct answer but I need the exact model of your Ring Lamp.

Q: I am looking for the leds that were installed into the costco fixtures. 2 of the cells are dead on my fixture. can you please recommend a replacement?

I'm not an electrician, but it's either the diodes on the circuit board is bad or the fixture. I would try to replace the circuit board first.
