Q: I only need a 10 watt power supply. Will this transformer damage the light set?

The wattage rating you see on the power supply is maximum power the supply can handle, If your light set only needs 10 watts to operate correctly, that is what will be drawn from the supply. It sort of works like wattage on demand per say. I've used these supplies to power one 3volt led with an inline resister and have had no problems and one LED only draws 0.24watts. Hope this answers your question.

Q: Can I use this to power a 12V Hikvision security camera?

I truley see no reason why you couldn't, so long as the power requiremnt for the camera is for 12v dc and does not require more than 24 watts of power to run. If you look on the camera in question thier should be a data plate that states the voltage and wattage to operate and most camers today require very little wattage , in most cases, to operate. Yes to first question. There is no reason except aesthetics to put driver in metal enclosure - cannot imagine problem being created if driver is placed in metal enclosure. Good luck!
