Can I sand epoxy after it dries?

Sure! To get the surface back to the glass-like finish, though, you will want to sand up to around 1000 grit and polish the surface for best results.

What is the coverage area per gallon

That would depend on how thick you poured. If one gallon is 231 cubic inches it would be roughly 15" x 15" x 1" if you are pouring 1" thick. or 10"x23"x1" or 10x40x1/2" or any combination of dimensions that gets you 231 cubic inches.

Are the dyes strictly a color or is there mica powder in the dye also?

The liquid pigment is strictly a color, there isn't any metallic or mica in the pigment.

What kind of activator does this require?

the activator comes with it. You will get two gallons of resin and one gallon of activator.
