What is the difference between Wave 1 and Wave 2?

They have different color surprise balls and figures

I ordered this item 2 separate times and each had same 3, boat, flashlight and tractor. Has anyone gotten different ones?

Ordered 3 packs 2 diff times & got the exact same 3 ball, mouse, lion, monkey. Very disappointing.
