Will these rust under normal outdoor conditions? i.e. antenna ground radials for ham radio

They are stainless steel. Under normal outdoor conditions I would say no rust. I use to work in a chemical plant and did see some stainless steel connectors rust. But it was rare.

Can these be soldered?

You need to use a ratchet crimper for these termimal rings. They are thick and heavy duty. Ive soldered these also
