will this holster close over a1911 with a beaver tail grip safety?

I assume it is a extended beaver tail grip safety?....yes it should fit if the 1911 has a 5 inch barrel

what is the widest size belt this holster can fit?

2 inch standard belt or any USGI style cartridge belt for the hooks.

My 1911 doesnt seem to fit, what could the problem be?

Not certain what your problem is, but initially my holster seemed to be a little too small, but after using it for a while my 1911 fits very well. Good luck.

Will this fit a 155mm Howitzer?

Possibly the earlier 1942 M1 Howitzer, but my newer M198 didn't fit into it. Definitely not while it's in toe... Nice holster though.
