You have to squeeze it out on your finger to apply to your lips.

Is this an clear ointment or a whitish lotion?

It is clear. Just like Vaseline, but no smell. I use it on my lips. I have also used it on really dry skin on my face as well. I get allergic reactions to chap sticks/lip gloss. This ointment is the best!! I even let my toddler use it for dry lips.

Is it normal for the ointment to smell like plastic/rubber?

There IS an odor to it just because it has ingredients. The petrolatum and wax does have a smell to it. It is normal. People saying it doesn’t are completely wrong.
