Is the emergency key specific to the lock - otherwise someone might be able to pick the lock?

It must be I think, or there is no point in having it. Personally, it is ideal for my elderly parents who use the lockbox for carers to be able to visit daily, and also in an emergency. If the code was somehow forgotten (dementia) or accidentally changed, it is useful to have the safety key just in case! Good idea.

Regarding the code number: do the digits have to entered in the correct sequence or just the 4 digits in any order?

The digits (0 to 9) are on four rotating cylinders. You have to get the four code digits lined up, but you can turn the four cylinders independantly until you get them lined up. Then the key safe should open. Lining them up is not easy especially in the dark so you need a torch or a well illuminated location.
