no, it's brass, which is pretty standard for these plugs

Q: Well it work on a 14 ft row boat

I have a 12 ft. jon boat and a 12 ft. duck boat , it works great in both.

Q: will this plug expand to 1-1/8"?

i'm pretty sure it will, i always put my extra plug in the back light hole for night fishing and i'm pretty sure that is at least 1 1/8"
