will XS fit a chest of 26"? Its for my son for calf riding.

It fit my son until he turned 10 at about 85-90 pounds. Not sure of the chest measurements but he was wearing a youth 10-12 shirt.

No I would say not its a thin vest works great against bulls and broncs
