what is the length of the tool? Not the package, the tool

The tool itself is 5.5 inches long when the blade is fully retracted. When the blade is extended, it measures 6 inches.

What kind of blade refills does it take?

You can find the replacement 30 degree 9mm blades here: https://www.amazon.com/dp/B08F2FLCXD

How do I engage the auto lock function?

You don't have to do anything. The auto-lock mechanism is engaged whenever the slider on the top is released.

Is this made by sdi in taiwan? it looks identical and even says ingenuity on it.

Not sure where it was made but it is identical to the one being sold by other places for more than double the price just because it has their logo on it ..I love mine and even more so because it was a fraction of the cost at other places!
