It did come in a box, but I don’t believe it was a black box.

How big are the cars, are they a choking hazard?

They are pretty tiny. I wouldn't let a small child play with it without supervision.

Is this a great toddler toy for 1 or 2 years olds?

My 1 yr old is super tiny ( we are still in 3-6 mo clothes) , and those cars are definatly too small for her. Unless they NEVER put things in their mouth, I would not recommend this for a toddler. Good idea but those are tiny pieces.
