Could I use these brass rods to shape homemade pasta?

Sure, if you heat the rod until it is bendable then you could bend it into the shape of Rigatoni.

Are these 2.5mm or are they 3/32" (2.38 mm)?

The actual size is 2.48 mm. This brass rod material is still good, but if you need high precision 3/32 inch brass, it is not suitable.

Can i use this to remove a 223 round from a ar-15?

Perhaps you could- but a better solution would be to use a cleaning rod intended for use in an AR-15. Here are some: https://www.amazon.com/s?k=AR-15+cleaning+kit&ref=nb_sb_noss These are simply solid brass rods, they're 12" long, and they're not threaded, so they won't fit together like a cleaning rod would. Most AR barrels are longer than 12", so they probably wouldn't work anyway. Hope this helps!
