Q: Can this be used outdoor in cold weather?

The display case arrives in 6 separate pieces. The velvet bottom, the 4 walls and the top. The 4 walls interlock with each other but when set inside the base groove become more secure. However, the top which interlocks with the 4 walls is not secure enough to stay together to withstand any outdoor wind. I would say this not an outdoor type of display of any permanent or long term nature. If your looking to showcase something special on a mild day short term say for an award or an item for sale this would probably be ok to use outdoors for a few hours. I display my special mechanical puzzles in it and to take one out is a delicate step of removing the top then re-interlocking it . All pieces are very light for the display case.

Q: Do I need to tear-off the milky protective films before assembling?

Yes, you need to tear-off the milky protective films, the double layer protective films must be removed from the acrylic surfaces (both sides) before assembly.

Q: can you use without the base ?

The base is grooved to hold the acrylic sides in place. It’s one part of the system that creates a solid unit when everything is in place. You cannot really use it without the base.
