Yes you can. Moisturize lightly is recommended. Do not use any heavy creams or lotions, and only moisturize one to two times per day

Can I leave R (retail strength) without flushing w cold water as recommended? And just put moisturizer over and let it work the whole day?

You could yes, I would suggest smaller increments of adjusted time, instead of jumping straight to a full day, just in case your skin reacts a certain way to it being on so long. That is a safer approach.

After applying this, do you rinse off? Neutralize?

Yes it is recommended you should wash it off with water, which will neutralize it, even though many peels will only reach a certain point in the skin based off your skin type, strength level, and pH.
