Yes assuming the grout has dried once colored.

Q: Can you use this product without the machine

Yes, but you have to find a way to provide scrubbing.

Q: Can I use it with a Bissel 1806 steam mop?

I don’t know for sure, but I wouldn’t try it. I would be wary of the effect of high heat with chemicals. Simple Green works as well as this stuff and that’s what I’d try.
