Yes. It has non-chlorine on front label. There is another one that says chlorine on front label. Make sure you order the one you want.

In a bromine hot tub when using this product as suggested. Is still recommend to use a chlorinated shock as well ? Will this sanitize the water?

You can use a Chlorine or non-chlorine shock designed for Bromine. This is a non-chlorine shock designed for Bromine and as such no chlorine is needed though most bromine brands contains chlorine as well. Bromine is the sanitizer and kills bacteria just as well as Chlorine does.
