What is the maxing weight capacity of this 2 in 1 folding treadmill?

The maxing weight capacity is up to 265 lbs.

Is there a way to adjust the handle bar closer to me?

I was annoyed by this as well but I just unlock the handle bar and hold onto it. It's just so I don't fall off while watching tv. That works pretty well for me.

Is it quiet enough to purchase for a 3rd floor apartment?

Yes not loud at all and very light

How tall is the 2-in-1 folding treadmill when it is folded? Would it fit under a couch?

The height is 5”, which is very suitable for the narrow sofa or bed bottom.
