Will this charge dead batteries?

Like most chargers, if your lithium battery stays below a certain voltage it won’t charge it. That’s not a defect on the charger. If you mean will it charge completely discharged but otherwise OK DJI batteries, the answer is yes.

Does it stop charging when battery is full to prevent overcharging?

Yes, I believe it does. I charges in sequence with up to 3 batteries so when battery 1 is fully charged, the charge stops and proceeds to charge battery 2 and so on with battery 3.

Can you use this with 12v car cigarette lighter plug to recharge batteries in vehicle??

If you've got a 12v lighter plug-in to USB, then you can use a usb-c cord in it to charge this; so yes you can.
