Would i be able to apply this over my hood after i paint it??

That is the purpose but I would not recommend it. It wants a week between coats or it will orange peel. Try a lacquer instead. You can build up coats to match the gloss level.

I used a dupli-color clearcoat with da1692 code. but can looked different and it said "clearcoat". is this the same clearcoat or is it different?

Yes this is clear coat and this clear coat is a paint which gives glows 'shine' to the existing paint surface. (I have bought one of these and tried to use it on my car's bumper and it really messed up) I recommend to try on any old paint surface before using on main body
