is this safe for use on quartz countertops?

Yes! My quartz installer told me the only glass cleaner he recommends I use is glass plus because it contains no ammonia. If you have anything that has ammonia in it, it will fade out the shine of the quartz.

Is it safe on painted cabinets?

I would say yes, at least as safe as any such cleaner. I have a second sprayer of the product that i dilute to about 1/3 concentration that I use on certain surfaces, for example, when cleaning laminate floors with a Mr Siga or similar mop. It's excellent on phone and computer screens. Unlike ammoniated cleaners, I've never seen it damage any painted surface. Something I've used for years on cabinets, tile, laminate floors and even furniture is Meguiar's Ultimate Quik Wax. It's a spray car wax that I use in the house at full concentration (dusting), 1 ounce product in 16 ounces water (tile, cabinets, appliances), and 1/2 ounce in 16 ounces water (laminate floors). This product won't damage anything, but will leave a varying level of sheen depending on concentration used. I've been using it for years, and my 22 year old cabinets and laminate floors look like they were just installed.
