Defective on receipt
I've changed a few of these valves over the years, and always check the new valve before I install it for coil continuity. If the coil is bad it is not going to work. Sometimes things happen and a defective part gets put back on the shelf. I think that is what happened here. You can't just look at the valve and say it's good. You have to test the coil for continuity and proper ohm rating. The ohm rating should be ~400 ohms. Less than 200 ohms is bad.

Fixed the problem
Water ran continuously through ice maker. Had to shut the water off. Replaced this and and everything started working again.
