It might if you were outside and windy but we used inside, in a theater setting. It sort of puffs like a cigarette but fyi powder doesn't last long at all.

Thanks for your question, To produce spoke you need to blow into the cigarette. Its not recommended to inhale! Though the materials are safe, made from corn starch

They could but the holder I bought was too small for the diameter of the cigarette. You’d have to shop for the proper size. I tried to squeeze the cigarette in but by doing that it prohibits it from smoking properly which is the cool part of these cigarettes.
