They are totally valid for postage, but are lower denominations, so you would would have to add other stamps to get to the 58-cent rate. Many folks like to use these classic stamps to dress up their mailings.

Can i use these now in 2021 to send a card with an envelope?

Yes. In fact some collectors/sellers use them when they send me a stamp I have purchased. They remain good as long as they are unused and the gum affixes the stamp to the envelope. They are only worth their face value, the postage on the stamp.
